President Steve Arteman's Opening Remarks:
The meeting, held at the Oreana firehouse, was called to order at 7:05 pm by the Club President, Steve Arteman.
Steve asked Wayne Thais to read the minutes of the February meeting. This was done.
Steve then stated that the only old business that he was aware of was the Noise issue that was discussed at the last meeting.
At the February meeting a motion was made and seconded to amend Club rule number 10 to read:
Effective June 1st 2006 all vehicles that are operated on the Dirtriders Club grounds must meet the current AMA MX sound level requirements. Vehicles exceeding this sound level will not be allowed to be operated.
The current rule Number 10 which this would replace reads:
(10) The acceptable Club sound level is 110 decibels at 20" on the "A" scale. Vehicles exceeding this sound level will not be allowed to be operated.
Steve rewrote it to read:
(10) The maximum sound level produced by a vehicle operated on the Club Grounds is the current level for Motocross racing, as set by the American Motorcyclists Association (AMA). The acceptable level will change in accordance with revisions to the level as established by the AMA. Vehicles exceeding this level will not be allowed to operate on the Club Grounds. Sound testing may be conducted at any time by a designated body. As of June 1st, 2006 this level is 99 dba.
Since this is a rule change it was presented to the membership in the newsletter and will be voted on during the March meeting.
There was some discussion about the proposed rule change:
Does a stock MX bike pass the MX sound level requirement? No one really knew, the consensus was that some do and some struggle to meet it. We will need to purchase a sound meter. Steve has done some research on the cost and he can get a decent one with all of the charts etc. for under $150. The AMA does have the industry standards.
Steve then called for the vote. The motion passed, only two members of the many there voted against it.
Motion made and seconded to authorize President Steve Arteman to purchase a Sound Level Meter:
This motion passed unanimously. It was decided that the meter should be available at club meetings and club events, such as the fun ride.
Additional items:
Jay Hall brought it to our attention that the White City club house had been burned down and they were requesting donations to help rebuild. A motion was made and seconded to donate $100 to the White City club. Motion voted on and passed.
First fun Ride: The first fun ride would have fallen on Easter Sunday so it was decided to move it to the fourth Sunday of April which is the 23rd. There will be a work day scheduled for the 22nd. Remember there is no riding during work hours. 8:00 - 2:00 unless the Grounds Keeper posts other hours on that day.
Tom Robinson mentioned that the drain pipes need cleaned out, there are also several ruts that need to be filled. Water is washing out the support under the bridge connecting the MX track to the parking lot, this area needs urgent attention.
April is the last month to join the club for 2005/2006. If someone joins after this time they cannot attend the four required meetings.
State Bill SB251 needs to be revised back to its original writing. Steve Arteman has all of the information on this bill, he can update you on its contents. Steve requests that you contact your State Representative in Springfield and tell him to reverse the bill.
