The June meeting, held Tuesday the 3rd , was called to order at 7:05pm by Club president Steve Arteman.
Officers present were The President, Vice-president and Grounds Keeper. With the absence of Treasurer, Secretary and Referee, the reading of the minutes of the last meeting and the Treasurer's report were waived.
Old Business:
The KIDDEE MX track is still in the planning stage. Lea Ann Oelfke is the contact person for the design & layout phase.
New Business:
Club Secretary, Melissa Stinebaker, had submitted a letter of resignation citing an inability perform acceptably due to parental obligations. The Club President asked for a nomination for Secretary to be voted in at a special election. No nominations were made. Between then and now, circumstances have changed and Melissa graciously announced her intent to remain as Secretary. If no one objects between now and the next meeting, Melissa will be re-instated as Secretary.
There will be a work-day June 14th from 8am to 2pm (start & end times are at the discretion of the Grounds Keeper).
The June FUN RIDE is scheduled for June 15th. No one volunteered to set up a course. The FUN RIDES are "weather permitting" and "participant dependent". Friday June 6, Ed Doll phoned Steve Arteman and volunteered to set up a course. Thanks Ed.
The club will host an AMA Sanctioned Observed Trials event July 13th. Steve Schollmeier is the coordinator for the event and will be assisted by Wayne Thais. Steve announced that Ryan Young would conduct a TRIALS SCHOOL on Saturday July 12th. The school is $50 BYOB (bring tour own bike)? No open riding will be allowed either day! More info will be forthcoming when the event date gets closer.
Groundskeeper, Tom Robinson, reports the land owner, Gene Timmerman, has requested cutting & removal of the small hedge trees (8 inches or less) in the East parking lot boundary. Gene will allow the removal of the cut wood for firewood.
NOTICE: most of the trees overhang the power line that delivers electricity to the clubhouse. If you attempt to cut the trees, please use caution. There is a fused disconnect on the meter pole near the entrance to the club grounds. Please "pull" the fuses before cutting to avoid unpleasant surprises. After you pull the fuses you can verify power is off by trying to turn on the lights in the clubhouse. If you need a "hi lift" or bucket truck to facilitate trimming, please utilize the club maintenance fund to rent the equipment by making a request at a club meeting.
Also, due to the recent heavy rains, there are numerous ruts, washes, fallen trees and debris piles through out the club grounds. Nearly every culvert is completely clogged on one end and most of the clogged culverts have been eroded and are exposed. Work time may be earned by removing the clogs, covering the exposed drain tiles, draining mud holes & ruts, cutting fallen trees and mending fences. Fallen trees that are cut up may not be removed for firewood without permission from the Landowner, Gene Timmerman. The cut wood should be stacked off the established trails.
There will be additional work opportunity when Gene has surveying of the adjoining property completed and construction of fencing may commence. Mowing of the lot will also be required (unless the Club invests in a herd of sheep).
No other New Business was brought up for discussion. A motion to adjourn the meeting was made and seconded. The meeting adjourned at 7:25.
REMINDERS: Please lock the gate PADLOCK to PADLOCK.
When leaving the Club Grounds, please ensure the door to the clubhouse and outhouse is closed.
SIGN the sign-in sheet at each meeting you attend and use the sign-in sheet to note additions or corrections to your personal information. i.e. address, phone number, AMA status, etc.
The membership is closed. The club has 156 family, life & adjoining landowner members. New applications may be placed on the "waiting list" for preferable consideration when the membership opens in October. The BY-LAWS committee met at Rusty's Clubhouse and Grill in Decatur at 8:00pm. Minutes of the meeting are included.
The next meeting will be July 1st at the club grounds.
BY-LAWS COMMITTEE MEETING
The BY-LAWS committee met at Rusty's Clubhouse and Grill at 8pm Tuesday June 3rd, 2008. The purpose of the meeting was to review the Club's BY-LAWS, Constitution, Rules and Policies. Members attending were: Steve Arteman, Ralph Turner, Jim Weaver, Lea Ann Oelfke, David Oelfke, Ed Catlin, Ron Vanzandt and Kyle Stinebaker. Members named to the committee but absent were Jay Hall and John Gepford. The first order of business was a review of the Club's BY-LAWS.
The original BY-LAWS (as received from the AMA when the club was chartered) and the last revision of the BY-LAWS (as provided by past club president Jay Hall)
These are the recommended changes:
Change BY-LAW #1(a) from "Roll Call" to "Roll Call of Officers".
Change BY-LAW #1(c) from "Report of Officers" to "Report of Treasurer"
Eliminate BY-LAW #2 (unless a valid argument is made for a reason to retain the statute)
Change BY-LAW #3 to reflect the adopted annual membership fee of $50.00 plus maintenance fund replenishment. Annual membership fee will fluctuate by the dollar amount necessary to maintain the maintenance fund.
Recommended Motion to change BY-LAW #3 to 3(a) and 3(b). 3(b) To reflect the addition of the Maintenance Fund. Maintenance Fund to be capped at $3750 ($25 x 150) and the amount of the maintenance fund replenishment should be voted on each year.
Reword BY-LAW #4 to reflect the adopted 6 hour minimum requirement divided over 2 separate days. Delete requirement for all work to be approved by the grounds keeper.
Complete re-write of BY-LAW #4.
Complete re-write of BY-LAW #5
Maintain BY-LAW #6 unless argument for change is validated.
It was determined that the POLICIES (composed by current Club President, Steve Arteman) should be incorporated into the BY-LAWS.
Steve revealed that when he was elected President, certain documents were not transferred to him. Therefore, in order to present the appearance of a transfer of power, he composed the "POLICIES" so as to have a "PLAN" to operate by. Although referred to as "POLICIES", the document has all appearances of a CONSTITUTION or BY-LAWS.
The Committee did a quick review of the rules and a couple of suggestions were made as to re-wording and/or possible elimination. Rule #14 was picked on as an example of "bad wording". By it's definition, if a club member operates a "3-wheeler", that member is not allowed to enter in any club sponsored event. It doesn't specify that the 3-wheeled vehicle is not allowed to enter a club sponsored event, but rather the operator is barred from entering an event.
The Committee agreed to have Steve Arteman compose the NEW BY-LAWS into a document for presentation at the next meeting for review by the membership and to collect comments and suggestions for consideration when the BY-LAWS COMMITTEE next meets.
It was agreed the next meeting would be at Rusty's after the next regular club meeting.
The BY-LAWS Committee Adjourned at about 9:00pm.
